So tornados aren't smaller at the bottom? Tornados form because of wind sheer, not because of water vapor or humidity. Tornados form in the desert without any water vapor.

In order to create enough force with wind you have to have high velocity. Air sticks to surfaces so unless you increase the pressure (by decreasing the cross sectional area) you will get a "dead air space".

This simply will not work.
