It is one scheme after another. More than ten years running. More than two years running with the current CEO. Even if something positive happens in the near future, management is still "a bunch of scammers" because a person is what he/she does. A person that steals is a thief even if they turn around and give a beggar a hundred dollar bill.

A person is what they do and the history here is long and clear, and that is why news like the recent news has not moved the stock. The potential buyers of this security for the most part are well aware of the history and are not going to plow their money into this company's stock with the same degree of concern as they did years ago. They have a lot of reservations, and current management will have to dissuade all these concerns first: hard thing to do.
