Who is saying he's responsible? Maybe that's what you want to hear but most people are saying he never did enough is the area of discipline. Giving only two games to Ray Rice was a joke even before the second video. Not doing anything to Greg Hardy when he WAS ALREADY CONVICTED was another joke. Letting these players now go on this exempt list while still getting paid is what - a vacation?

Compound this with trying to sweep the concussions under the rug when he first became commissioner and it looks like now he has gone into hiding. No one is saying he's responsible but if it helps in you defending him then say whatever you want.
