Yes, I believe that is Joel on the left, Tony Beets in the middle, and the two other schmoes? Are they the rejects from that African gold mining show? Note that one is wearing the same t-shirt as Joel. I wonder if they are Joel's "crew" in Wickenburg? The picture was probably taken in Arizona, and I recall that Tony heads to Arizona every winter.
