I think the wording "Ramp up" was overlooked in reading the paragraph. Thus, meaning will be gradually increasing over 18 months and at that time it can deliver approximately 71 000 GJ.

Also, it seems Phase 1 and Phase 2 are the pilot for implementing other, possibly larger projects elsewhere?
