I suspect that Tullow does care about the DOJ since the DOJ does have some sway over their business dealings with other American firms like APC where Tullow is a minority stakeholder.

Even if Guinea goverment says it's OK, I suspect Tullow won't mobilize until the US government backs down for fear of a claw back of some-type.

This does not look very promising for HDY shareholders as we don't have very deep pockets.
