Indeed it does. Especially when they summarize it like this:
"We have already successfully demonstrated the ADIF technology capabilities."

To whom, I wonder?

"This enables a rapid response timeframe as short as 3 weeks for initial drug doses, and potentially less than 3 months for sufficient doses to curb the spread of the virus outside the affected area."
This would be an ideal time to provide some proof of that. But there are two hurdles to overcome...scientific reality (that tiresome "successfully demonstrated" stuff) and the safety/ethical/administrative issues that got me into this issue.
