I remember reading this:

I looked into it a bit and could find nothing suggesting that it existed in the real world...so I let it pass. Now I have to wonder why, if such a thing actually existed, what application it might have if not to deal with issues like ebola. You know that I lack the ability to discuss the science intelligently, but in the context of the urgency being expressed about this problem and the challenge of surmounting the ethical conundrum presented by safety versus efficacy issues, how could something like ADIF really exist?

I'm afraid it seems like a pipe dream to me. I have no idea how one could possibly patent or license it.
