Correct there is nothing to debate, FACT is it doesnt "bypass" Reg SHO. Anyone that has actually had a discussion with FINRA about this subject in the last couple of years knows that short volume reporting is meaningless here in the OTC and FINRA itself has stated this in comment letters to the SEC declaring it useless due to the high number of Riskless Principal transactions.
