In that strict sense, no. However, I think the term has expanded to cover cases where entities rely on regulatory frameworks and limited competition / entry barriers to extract fees from the system. I've seen the term used for a broad array of examples from who can drive a cab to who can cut hair.
So yes, apologies if you adhere to the strict definition that necessarily requires accompanying political lobbying.
