Couldn't be further from the truth my friend. That website pulls their short data from the FINRA. This is their site: http://regsho.finra.org/regsho-Index.html

Pursuant to a Securities and Exchange Commission request, FINRA has agreed to make reported short sale trade data publicly available.

The OTC short sale data is under the 'ORF' section if you scroll down.
