Anyhow, they are also not registered in California.
And they are not allowed - as a for-profit company to do any of this.

Who wants to be holding QEDN shares when the sheriff shows up with shovels and handcuffs?
As you say, it's the sheriffs job to enforce the law, and that's how he does it.
