just checked ADEQ regs, permits aren't needed if equipment is considered non-affected, in other words rock crushing or conveyor equipment that is not effected by a water source or chemical source do not always need permits.

pre-1982 source is not considered effective, equipment for dust control such as a water spray is not considered effective in older source.

see nsps regs

They may need an air quality permit if within 300 ft of property line or close to a school.

lots of regs but don't see evidence of them being directly under any.

Rock crushing and moving doesn't necessarily need a permit if source is pre 1982.
