For the same reason it is going to take the Gov't 8 years to return one half of Germanys Gold to Germany which "is" in Fort Knox. (depends on what the meaning of is, is).
The physical amount could fit in a large pick-up truck. You or I could get the job done in a about a week.
Maybe our Gov't don't have their Gold. I did say Maybe.
