Exactly. I don't know who is running the twitter but the either way you look at it, it looks bad for DUTV either it's some dunce pretending to be McHenry or the dunce IS McHenry whose only consistency is his failure to meet his own deadlines.

And as for talking to countries in Africa (ffs, I can't even type that without laughing) I STRONGLY doubt that McHenry has the resources to navigate the political aspects of implementing technology in emerging markets (like Kenya or Uganda for instance) let alone the financial resources. Keep in mind what will go into a project like that, and let's remember that there is competition out there with faaaar deeper pockets. And not for nothing but the tweet doesn't even mention the countries by name. LMAO again "countries"! They mean to tell us that McHenry has the capacity to service technology to an ENTIRE country when he can't seem to file his paperwork on time?? Oh and by the way, this is his part time job.
