Bottom line why they are doing this

Is Simple

They are preparing the "books" to make it "Appealing and Ready" for the Means to an end.

the Means is Corporate Financiers. The end is two fold. Raising money for elimination of Toxic debt and Cash for EXPANSION into new expected centers which will sell for six figures a pop at High Gross margins. I believe they are going to raise $20-$30 Million is my best guess and thats why this re-stating is being done.
