Because I've played PMCM for the past year and a half. It's one of the few on the otc that doesn't do that. PMCM runs every few months and usually from these levels.

Plus the shares are already active and there has been no dumping, no dilutive market makers and no unusually high volume. They will take it up eventually and start selling in the .004+ area I am guessing.
