Cyclone has been working on that 10kW generator since 2007. Here's a post Harry Schoell put on steam car club forum:
At the time the Army was looking for small generators that ran on JP8 fuel and put out a bunch of research contracts. Cyclone got one for $1.4m to deliver a proof-of-concept prototype. It took them until this year, with help from their congressman to keep the contract, before they finally delivered the prototype.
As this "phase 1" contract was winding down over the last two years they've been claiming to be in negotiations with the Army for a "phase 2" contract to develop something with some reliability.
Several years ago the Army needed small generators that run on JP8. Now at least two companies convert standard Honda generators to JP8. Why spend millions hoping a Cyclone generator could be made reliable when you can buy off-the-shelf Hondas with factory warranties?
Cyclone has never said what the Army requirements were for the prototype, but the fact that they have no pictures or videos of a running generator on their website, let alone an order form so people could buy one, shows how confident they are in its commercial viability.
