Any naked short trades reported to SHO have to be resolved in 35 days, else be recorded as FTDs. The pissed off MM who reported it to SHO must cover.
Enter the comedy of the Naked Short conspiracy on microcap forums. The NSS are invisible. They are never reported to SHO (i.e. by definition the trade never occurred, but it somehow did). There's no way to discover them. Then part two of the conspiracy predicts as the PPS goes up a little, those invisible NSS positions previously undetectable by any means, not reported to SHO, and never existed, suddenly are discovered, and forced to cover. Sort of a have cake and eat it too conspiracy?
