EPA might be like the USPTO.
I know a couple of patent examiners.
They have a quota of cases that they must get out each month.
One fellow had a very busy social life and he enjoyed his life for the 1st 2 weeks of each month.
In the final week he nearly lived at his office getting the requirements out.
If he didn't know something, or needed a more senior examiner, he would pass that case to the next person. The next person could wait for a while since he/she was busy with their own cases. Finally,
The case in question was completed or new enquires were sent back to the company.
Also keep in mind that we are in the summer months. Vacation time. So the work volume could be trimmed back a little.
