From the Abstract:
"The compounds were tested for efficacy and cytotoxicity in Vero E6 cells. Several compounds showed promising results and little cytotoxicity, and may be further evaluated in animal models."

From the Conclusions:
"The compounds were tolerated well by the mice and showed slight efficacy against the mouse-adapted Ebola virus.
More experiments need to be performed to determine if different concentrations are efficacious in mice.
The preliminary data are promising and more in vitro and in vivo experiments are being performed with these compounds."

"...there is independent proof of concept from a highly reliable government funded lab..."

The definition of "Proof of concept" varies by and even within field of endeavor. This one is from the publication "Clinical Pharmacology & Therapeutics":
"Proof of concept (POC) may be defined as the earliest point in the drug development process at which the weight of evidence suggests that it is “reasonably likely” that the key attributes for success are present and the key causes of failure are absent."

Do the quoted statements, or any other statements in the presentation, show that "proof of concept" was established?
