Don't know about the wholesale but my thought is, it's still very expensive otherwise they wouldn't be going through the time effort and expense to seek out a China deal. It's my understanding that most deals with China have to be partnered with the government or at the very minimum partnered with a Chinese business. In other words they wont let you go there and grow it yourself and run your own facility there.
Taking all these things into consideration and the idea that some of the profits will be shared with a China business or China government branch I can only conclude that the savings in doing it this way must be huge.
As far as supply goes, an uninterrupted supply chain is critical if your business, products, customers rely on a steady source. In other words if Pepsi ran out of a single ingredient they use to make Pepsi and they couldn't resupply that immediately it would have devastating consequences to their business.
So a reliable source for the CBD Oil is probably the most important piece for any company selling a product that uses it.
