I would not know, but if I had to guess, I'd say maybe the facts that Brevard county covers some major cities, is on the cost, has a population of over 550,000 people, has a lot of crime and a lot of drug trade. This along with being very far south on the US boarder and again coastal and containing a lot of big cities. Also, Cuba is very close and FL has had some major tropical storms.
I don't like the militarizing of police either, but some of makes sense; it a very fine line. Yes, eight does sound a bit too much.
