Context is everything. Dr. Seymour seems more than excited -- he seems happy:

40% survival and 60% case fatality rate

Exactly what it is in untreated patients

In that context, he's happy to see the drug fail. Of course he doesn't have a better treatment, but he likely wants his marks be to happy but he didn't choose his words carefully and realize that not everybody is a sociopath hoping for blood money.
