Not sure it needs to be 'put to bed'. Your definition of it's purpose is exactly right. Maybe some here have misunderstood why it's significant but proving they've misunderstood its purpose doesn't make such a letter insignificant. Lol, something like that.. It's basically an acknowledgment that the company requested to go ahead with a material event. That letter is their approval of such request but does keep the pending action focused.
