I get that same impression nanopatent.

As the initial stages of their Viruscide research do not require extensive lab time, expensive materials they do not mostly already have in stock, and some very basic testing - the initial stages of new development are quick, and relatively cheap.

It is only really when (if) it comes time to scale up to a larger than test-batch production level that some significant money might need to be committed.
