Though it is solar power, it is in no relation to how solar panels work. In fact, I doubt there is one solar panel on that property. Solar panels are benign to the health and well being of birds and bugs alike, unless they fly into a solar panel at full speed, which they don't.
Even though some light bounces off of solar panels, solar panels are not designed to specifically reflect light to a focused point. They are designed to absorb it. The most efficient solar panel, in theory, would reflect NO light, and would appear dark as a stack of black cats.
Furthermore, if an array of said theoretical solar panels were as large as what is in the consist at the solar "thermal" power plant in the report in question, the atmosphere above it would be much cooler than that of the area around it...exactly the opposite effect of a "solar thermal" power plant.
I understand that the above information is already well known by many...I think.
