Yes, officially, but I don't put too much stock in that.

These guys are talking to each other all the time. Think about how long the key people would have known each other - going on over two years now. Probably it's the same group of people at TransCanada. And STWA has got all the same test results.

They are probably discussing all kinds of things: how long would X units take to build, how would the financing be done, how many are required, can we get a discount for purchasing 40 skids at once, and so on. Those would all be normal parts of the negotiations. And if TransCanada came back and said: We want to purchase X number - why couldn't STWA say: Sounds good - can you give us a month to lay the groundwork with investors before we sign the papers and publish the 8K? To me that seems entirely possible, if it was in STWA's interest to have such a delay.

Again, this is terribly speculative, and maybe it doesn't work like that at all.

Whatever the case, they are required to report the sale after the sale is official. But the sale could be verbally agreed, and the signing of the papers timed for other reasons.
