Outstanding shares is the total shares between RESTRICTED and FLOAT.

RESTRICTED = insider shares
FLOAT = shares available to the market

FLOAT is what investors pay attention to. And if any investors dont pay attention to the FLOAT they should.

FLOAT HAS DECREASED 200 MILLION SINCE LAST YEAR.
