here's some answers to your "reclamation" and "intent to drill" stuff:

The Hay Mountain claims are predominately on State Land...

As mentioned, Liberty has Mineral Exploration Permits(MEP) in place and has had them (15 I believe)...

Liberty has posted a bond covering these MEP's---most likely $15K---they would not have received these MEP's without said bond...

Liberty just filed an Exploration Plan of Operations including drilling sites and a reclamation process along with some other goodies:

The ASLD (AZ State Land Dep't) will/is reviewing these plans...

Based on the submitted plan and scope of exploration/reclamation in this phase, the state will determine if additional bonding is required-if so, the company will be notified as a condition of approving The Plan...

"where is the "intent to drill" notice?"---this only applies to federal land...we are on state land and drilling "notice" is given in the Exploration Plan of Operation---thus your question does not apply to state lands...

the only drilling notification needed outside the submitted plan is to the ADWR (AZ Dep't Water Regulation) and that is a notification handled by the driller-sometimes even in the field in this day and age...

so just "who is fooling who"--LMAO
