The reason is they are diluting like MAD MEN. There are now 241 Million shares. So figure that something like 50 million shares have hit the market in the last few months.

I know they need the money, my god, they have $39,000 in their checking account.

This company is still on life support, and that support is at the expense of the share holders right now. I know the numbers looked good as far as growth, but when your selling that many shares into the market, it will definitely stall the stock price
