How will the past transgressions of Peterson and his wife effect the State of Nevada's decision on issuing a license for cultivation.

Then there is the bankruptcy of both Peterson and Michael Nahass - if they can't handle their personal finances I am certain that the State of Nevada would be uncomfortable issuing them a license for cultivation. This is especially true if the Nahass bankruptcy was related to gambling debts.

Then there is the 8-K filed concerning Peterson's wife Amy:

On April 16, 2014, Terra Tech Corp. (the "Company") and Amy Almsteier (the "Almsteier"), an officer and director of the Company, entered into a Settlement Agreement and Release whereby Almsteier agreed to pay the Company $67,100 as a settlement for, and a release of, a Company claim of $67,090 against Almsteier for a violation of Section 16(b) of the Securities Exchange Act of 1934

There is also the Petersons problems with Industrial Enterprises of America - another blemish on their record - that I am certain the State of Nevada will look at much closer.
