Sorry but your quite wrong on that one. In the past I've dove on a number of the 1733 Spanish galleon shipwrecks in the Florida Keys. "Capitana - El Rubi", "El Infante", "El Lerri" and some of the others. These ships were returning to Spain and were loaded. Didn't sink as violently as 1715 fleet so they were pretty thoroughly salvaged. My point is that these wrecks have very big ballast piles. By the way, the Atocha ballast pike wasn't exactly small either.
