I thought his subsequent comment, "and then I woke up", made it VERY clear that he was being sarcastic with his comments about Phase 1 being "stopped early for efficacy".

That's quite literally impossible for a non-oncology drug. Anybody who doesn't know that shouldn't be "investing" in quasi-biopharma stocks like GALT.
