As has been mentioned there's more then a good possibility that both the DTC and FINRA are waiting for a resolution on this case. That impacts the removal of the chill and the filing of Form-10 so I totally disagree with you regarding this case not impeding the company's ability to move on. Yes they will regardless but could most likely have to deal with additional delays.
