This is not "one's own land". It is Federal Land, owned by the government and people of the United States - Excelsior just leases it. Also, all mining and mineral exploration, even on privately owned land, is governed by numerous government regulations. Note the timeframe on that USFS document. Even if the government approves the minor road repairs and clearing of vegetation and old timbers, the hand sampling would run to 2018, and phase two to just improve the road to allow access would run to 2022. EIGHT YEARS. And that would just be the time and work necessary to apply for the permits needed to actually do work on the property.
Which again makes your scenario impossible. Which may explain why no one does it.
