There's a difference between a promoted stock and a pump n dump. While you can say all PnDs are promoted, you can't say all promoted stocks are automatically PnDs.

Young companies need to promote themselves otherwise how would any potential investors know they exist? You need to couple this promotion with fundamentals and determine
- is what's being promoted factual?
- what's the company's future outlook?
- what is evidence of growth ?
- financial statements
- management track record (good or bad?)
Etc..

Simply saying that a stock is "bad" or a pump n dump simply bc that stock has been promoted directly or indirectly is illogical.

Same can be said for dilution. Sure "d" has a bad connotation, but if the money raised is used to grow the company then it's just a natural part of growth.

Problem people may have here is they've only got past experience with pump n dump garbage on the OTC, so when they see a real company doing thing they've seen this PnDs do they automatically associate that company with the less legit ones that came before if.
