At the conclusion of analysis and conservation treatment, a portion of these materials may be awarded to the permittee. The State retains the remainder of recovered materials for research collections and public display.


that means a modified permit an 1A-31 like we have,ours isn't modified and no reason to do so at this time,its a 3 year archeology permit...then they may mod it with state approval then when that part is done and state satisfied they may apply for full recovery but not guaranteed to get it
