No, that's not proof. I've explained this before. USPR does NOT trade on the otcshortreport market. This information reflects the way in which markets makers are required to report their transactions. If a market maker has no position in USPR, and they execute a sell order from a customer who is long USPR, they are required to report their sale as a short sale and then buy the shares from the customer making them flat again.

It is not an actual "short sale" because the person initiating the trade is long the stock.

And USPR trades on the Otcmarkets market which is the correct short info link I provided. There's only 71k shares short USPR as of July 15th.
