that is one way to look at it for sure. Another way is like my friend said there may be *some* fraud in the numbers. We really have no way to know how much fraud at this point. I think given that all Chinese businessmen are criminals we can take it as true that there is "some" fraud here. Question is what, if any, of the core story is true.
