Good question, Dredging moves sand w less volume than the blowers though depending on the type of dredging equipment and the diameter of the piece, they can still move quite a bit of sand.

Blowers are used when they need to open up much larger holes to begin w. And, for the record, i'm not an expert either. But i've done a fair amount of research/DD and asked a lot of Qs. From what i've learned about this site, it's in deeper water, but not under as much sand as the other 2 sites.

In fact the blowers may be used here only to stir the water and help w visibility. But we'll have to get more details from the man in charge.

When on certain sites, there is not only no need to use blowers but actually it is inadvisable to do so as items can be blown all over the place.
