I doubt anyone really needs any qualifications to make that assumption.

Junk:
old or discarded articles that are considered useless or of little value.

Cotara is old in the sense that it has been on the shelf for several years now.

Cotara has definitely been discarded to the shelf; more over, there are currently no clinical trials using Cotara.

Cotara is definitely "useless" because there is nothing actively being done with it. It is most definitely "of little value" and the PPHM PPS definitely reflects that "value"...

BTW, WHAT Qualifications do you have to assess that Cotara is NOT JUNK?
