I think you are wrong...
Per the 8K it's clearly defined:

Overtech Corp. (the “Company”) has completed all regulatory requirements for its 24-for-1 forward split by way of stock dividend (the “Stock Split”). Shareholders of record will receive 23 additional shares for each share held on the record date (August 1, 2014).
