It's common to see companies specialized in M&A to be hired to help in the sale of these kinds of assets. They send invitations to potential buyers, then ask for bids. If bids are above a reserve price, binding bids are requested (can only be retired with a penalty). If top bids are close in price, the bidders are invited to review and update their offer to get a better price. The price reached is the best possible and the process is transparent. Can't expect less than this.
