Conroe will have a bit lower latency to main memory, but a larger L2 cache, which "hides" some of the benefit, as more often than Netburst, Conroe will be concerned with latency to L2 instead of latency to main memory. In other words, Conroe already gets a big performance boost from the large L2, but that makes it less reliant on main memory timings. This offsets the lower latency to main memory advantage over the P4 to some extent when considering which platform (P4 or NGA) would benefit more from low-latency main memory.
