Assuming the van is involved in electricity it may be one of the inspectors from the department that delivers electricity and informs HC of the electrical unit being sufficient. The fact that it is a Gov't van from Ontario is significant because it clearly was their on official business re electrical. In one of the towns in New Jersey when a project was inspected the plumber, the fire department etc all sent the respective persons to the site.
