So what does a global lock mean then? More work for brokerages? I would think it means more than that...

I'm not implying illegality. I'm questioning the fairness of trading though...that a trader must transfer and pay to transfer shares to a "nonlazy" brokerage while the pps fell 75% during the global lock period?
