Question about buyback.

Hey folks, I'm new at this, but didn't WTWO say they needed to get financing (Approx. $150,000) to expand production to sellable levels?
If they don't have the money to expand, how could they do a buy back.

Seems the expansion would make a better investment than to do a buy back....
Am I right about this?
