If only Floyd had voted to reduce A/S to the range of 100,000,000 to 250,000,000
and kept his foot off the dilution pedal for a day or two the SP would most likely gap up.

A/S of 2,000,000,000 says "I'm still gonna dilute."
A/S of 100,000,000-250,000,000 says "I have oil revenue coming in!"
