It is awesome news, you are right:

They get to keep 80% of all finds. Let's be real. SFRX gets to keep and sell 80% of whatever they are now legally able to bring up. They are moving divers and equipment there right NOW. They WANT to bring up treasure. The state of Florida gets 20%...so THEY want treasure to be found, brought up and sold also as that is how they will get their anticipated new revenue. WHAT is all the doom and gloom about. This is GREAT News!

It is a long and complicated story how the The Bureau of Archaeological Research got it's start, but states are hurting. All are looking for revenue.
